PBA Holdings Bhd (PBAHB) is a public limited company that is based in Penang, Malaysia. The company was incorporated in 2000 and listed on the Main Board of the Malaysian Bourse (Bursa Malaysia) in 2002.
Our business focus is water supply. PBAHB's primary 100% owned subsidiary is Perbadanan Bekalan Pulau Pinang Sdn Bhd (PBAPP), the licensed water operator for Penang.

We also hold a 26% stake in an associate company - Pinang Water Limited (PWL). PWL is a joint-venture with Ranhill Water (Hong Kong) and YLI Holding Bhd. This company's China subsidiary supplies treated water to Yichun City in China.
"Whistleblowing", involves the disclosure of information to the relevant authorities by specific employees (within PBAHB and its subsidiaries) vendors and the general public, who discover breaches of the securities laws or any possible serious violation of internal policies, procedures or external laws by the perpetrators, culprits or fraudsters.
WHISTLEBLOWER POLICY gives protection to such persons against harassment or victimization as a result of such disclosures; the company has established internal procedures for handling employee concerns, to assist companies to address any shortcomings within its processes, and to facilitate good governance practices.
Therefore, employees, vendors and the general public are encouraged to raise genuine concerns about possible improprieties in matters of financial reporting, compliance and malpractices at the earliest opportunity via the appropriate channel.
THE UNDERLYING FUNDAMENTALS AND RATIONALE OF THE POLICY
i) All concerns raised will be treated fairly and properly;
ii) The Company will not tolerate harassment or victimization of the employee raising a genuine concern;
iii) Any employee making a disclosure will retain anonymity unless he agrees otherwise;
iv) The Company will ensure that the employees raising a concern is aware of who is handling the matter;
v) The Company will ensure no employee will be at risk of suffering any form of reprisal as a result of raising a genuine concern;
vi) To enable the Company to achieve the highest possible standards of corporate governance ethical standards;
vii) The Company's workforce represents a valuable source of information that can be utilized to identify a potential problem, and deal with it, before it causes potential damage to the Company's reputation or stakeholders;
viii) This Policy provides employees with secure channel of reporting impropriety in the knowledge that the matter will be treated confidentially;
ix) An effective whistleblowing procedure will provide an open, honest and accountable culture amongst all employees where they can express their concerns, without fear of victimization or termination of employment.

1. Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP)
In 2011, PBAPP received the WaterLinks award for "Best Water Operator Partnership" for its collaboration with PDAM Tirta Musi to improve water supply in Palembang, Indonesia. WaterLinks represents the International Water Association (IWA), the Asian Development Bank (ADB) and the United States Agency for International Development (USAID).

2. PBA Resources Sdn Bhd (PBAR)
PBA Resources Sdn Bhd (PBAR), the second subsidiary is a management company that manages the Penang Water Services Academy (PWSA) and the Air Itam Teambuilding Centre (AITC).
The PWSA is a joint initiative by PBAR and the Penang Skills Development Centre. It is the first Malaysian academy to offer water industry training to the personnel of all water suppliers, Malaysian and foreign. PWSA's mission is to facilitate and provide "real world" technical education and training programmes to the water supply workforce of today and tomorrow.
The AITC is a fully equipped teambuilding centre that is located on the grounds of the picturesque Air Itam Dam in Penang. An eco-friendly centre, it is equipped with both indoor and outdoor training facilities (including 24 innovative training elements), as well as accommodation and facilities for groups of up to 100 persons.
3. Island Springwater Sdn Bhd
Island Springwater Sdn Bhd a drinking water bottling and marketing company. ISSB's product is branded as "Island Spring" and has been positioned as a natural product that is "healthy, halal and chlorine-free".
4. Pinang Water Ltd (associate company)
Pinang Water Limited (PWL) is a joint-venture amongst PBAHB (26%), Ranhill Water (Hong Kong – 37%) and YLI Holding Bhd (37%). PWL built the Yuan He (Yuan River) Water Treatment Plant in Yichun City, China. This plant is now being managed by PWL's China subsidiary – Yichun Pinang Water Co. Ltd. In 2010, the company supplied 10 million litres of water per day (MLD) to Yichun City.
